rob is in the game because ROB was a peripheral for the NES, but has no relation to the Mario games.
In the Japanese version, ROB is red and off-white, his original Japanese colours.
The ROB-BLS kart is based on ROB's Gyromite setup. I'm not sure about the ROB-LGS kart, but it looks like it's made out of NES Zappers.
