A weapon, mind-control? Weather Modification? NSA? Is this guy reading it up from Marvel comics or a Tom Clancy Novel? In the universe, plasma IS the most common state of matter for ordinary matter! HAARP would not work if it were not for: HIPAS, PFRR, SIHF and EISCAT(holding the most advanced ionospheric radar to date). Then you also have NOAA, UNIS and NIRFI. HAARP is an attractive target for conspiracy theorists because "its purpose seems deeply mysterious to the scientifically uninformed"!

Not all the alien races are bad. The 'greys' are working with the government against us and the sooner things leak the better. There are also races who are helping us because there is going to be a lot of problems soon. HAARP is combined alien technology. Do your own research and you will see for yourself. more people need to wakeup consciously
