Ron is usually pretty good, but the instructional video on his website leaves out some important information. If you measure from the floor at two different points, and your floor is not level (which is usually the case) then your chair-rail will be crooked. The idea here is that the chairail will follow the crooked floor and "appear" straight. But, I believe keeping the chair-rail straight is better.
Also, he left out checking for verticle level. Kinda important...

Good comments. Visual level vs. actual level sometimes does require a choice. In most cases, the floor will probably be close to level, but, especially in older homes this may not be the case. I usually go for what looks best to my eye. Sometimes, putting a piece of masking tape along the proposed line(s) and standing back to look at it helps.
