That is were he usually is, He isn't there al the time, just keep some hand grenades on you and just drive around and keep him in your HUD and when you see him on the mini map then take him out...

Try looking in museum district. Thats were I found her. She's a rollerscater and

won't take long to kill her or find her.

No achievements then, and if you save it with the cheats turned on, you'd have to choose a diferent file or start over.
