But the question was two part. He doesn't elaborate, and it sounds like he simply didn't understand the question, or didn't know how to, so, instead, he loosely defines the meaning of the word "sovereign." If the interviewer said: "Define the word sovereign," then Bush's answer is PERFECT.

He answered the question. What do you mean "refused to answer the question"? Native Americans have sovereignty in that they can self govern to a degree but not as a nation.They are part of the US.
