The model scales can be different according to what are called "model laws", which state the necessary physical relations between fluid properties and the driving forces behind the phenomena being investigated. So sure, the scale differences are probably ok for such a huge model, but it still does mean that the model will not give anything but rough approximations of large-scale phenomena, i.e. you can't calculate what is going on in Fisherman's Warf...
