Kingscote is actually 2 miles from East Grinstead, and the track has been laid both sides, only 0.5 miles between the south and north sides of the tip.

what happened to the promise that all the rubbish would be moved by raIL?

Did they promise too? I don't know, but the spoil/capping is being moved by rail .. see the Bluebell loco roster page for 73136 (on hire) on CE duties in Jan and Feb.

Great, I'll book myself on that railtour! What the bluebell has done is absolutely great, a shining example to all railways what could be done. I would not bet against them getting back into Lewes one day! I'll sent them a small donation to clear that tip

I am sure that the Bluebell appriciate any help.
I am not a spokesperson for the Bluebell, I just like photography and Steam. I only know what can be found on the official website. See my stills at Panaramio /user/2111260

I presume this will be connected to the network at East Grinstead and allow rail tours?

Yes, there will be a connecting line according to what I have heard.
