It really depends on how you define think. If you mean does it get external cues from its environment and react to them, then yes cells "think". You could even say they have memory (epigenetics). However, if you are asking if they can consciously evaluate and make their own decisions, then no.

@TwiStK1LL: FYI it's a neutrophil is a phagocyte... there is no 'phagocyte' cell, it refers to immune cells that are competent for phagocytosis
