Breath of Fire II LLG finally completed with all characters at level 12, except for Ryu, Spar and Rand (all three at lv. 13). I didn't get Bleu.
The final boss is the healthiest enemy in the game with exactly 10K HP and shouldn't be underestimated. Which I actually did, by bringing with me only a dozen WiseBL's for the purpose of restoring Ryu's AP for G.Dragon summoning.
I figured 9 would be enough; however, if Ryu is killed the turn he's supposed to summon and Jean uses a WiseBL (which he should), we've wasted one item in vain. Moreover, God's Power drains out HP and AP. Not being at max AP results in a much weaker G.Dragon than normally, not to mention the fact the boss regains some HP.
I brought Katt, Rand and Jean along with me. Rand is essential as he's the only one guaranteed to survive the boss's most powerful full-party attack (given that he's alive), and that attack starts being used when the boss loses 6K HP. He has a lot of HP but poor defence and therefore should be in the back row.
Katt's here again but this time not for her speed. The boss is quicker than Katt even when the latter is in the shamanised devil form, and since I didn't have any FastShoes with me I did nothing to change that. Devil Katt is here to support the hero with her immense physical strength. Ryu is placed in the lead automatically, meaning the cat girl cannot utilise her fantastic offensive capabilities to their fullest; however, even placed second, she can deal over 900 damage per each Keep blow (though in this video she does less).
I made a point to have Katt provoke the boss into attacking her once deshamanised so that the boss doesn't aim for Ryu/Jean but it didn't work out perfectly.
Jean is a gimmicky character that I could technically replace with Spar or Nina or somebody else but I just wanted a really slow character who would go last regardless of the current state of shamans and use a WiseBL on the hero once the latter has cast his spell.
I almost ran out of WiseBL and began to panick. My Moon Drop collection was also very limited and I couldn't rely on Katt's physicals alone so I wanted this battle over as soon as possible.

Sailor Nemesis and I have videos of a low level party beating Barubary here on the site... To put it briefly, let's just say it depended heavily on Moondropping and all the resources a low level team is capable of possessing.
