@patrickcorliss because the people that hold the power are corrupt and there is not any prosecution against policeman they stop you on the road and they make you pay them so they don't give you a ticket they think they are untouchable that's why they are so brave to beat pensioners and kids because they can get away with it. I live in the UK and this kind of thing would never happen here sure policeman here are hard too and have the right to use force when necessary but never like in the video.
