where does this take place at? What country and what part of it?

I'm of the opinion that stocks were clearly designed for public tickle torture humiliation...that most historical accounts don't specifically mention this in detail is just a matter of subtlety. Think about it--village full of medieval peasants + subdued person in foot stocks + boredom = inevitable tickle torture. I t would be a natural thing, hard for people to resist.

Around the 1:32 mark you get to see the victim's reaction. It's real and it's hot. Too bad the tight close-up of her feet does not allow us to see more of how the tickling affects her.

Their toes are tied back because people tend to curl their toes when their feet are being tickled. It's probably more fun to hold their feet back themselves.

I think stock tickling used to be a form of public humiliation and punishment. The guilty would be tickle tortured and it would be their punishment and they would be publically humiliated at the same time...but without any death. Well save in cases where criminals were literally tickled to death.
