So Cheney more or less just admitted that "the surge" is not the reason for increased stability by saying the troop number increases were insignificant. He mentions "counter insurgent strategy" (= payoffs to a great extent) in the very same sentence as "the surge". And so-called legit journalist Schieffer never calls him on it, follows up, asks for elaboration?!
