The South Waterfront Plan, adopted by City Council in 2002, included an unprecedented development agreement in which all parties agreed to reach a 20 percent aspirational contracting goal for Minority-owned, Women-owned and Emerging Small Business (M/W/ESB) participation on all development agreement projects. The subsequent South Waterfront Workforce Diversity Strategy, created in 2004, was designed to increase employment of minorities and women workers in the construction trades, with a goal of 20 percent for minorities and 15 percent women.

A diverse pool of apprentices will lead to a diverse workforce for many years to come. This strategy has worked in the South Waterfront Urban Renewal Area and is being emulated on all PDC-sponsored projects. This video illustrates one womans story and shows that the key to changing the face of the workforce is through apprenticeship training.

  • What the hell is that dude doing walking up there?? And no I'm not piggybacking off of the last comment - it was the first thing I thought. $18 an hour to break your neck? Damn it sucks people have to take such risks to make a living.

  • Hoffman Construction - I cannot believe that you have a shot of your employee walking on the top of wood framed walls at least 18 feet off the floor height WITHOUT a SAFETY HARNESS on. What is he doing up there anyway? A tape measure has worked for centuries. OSHA should see this video. That is a $500 fine. Where are the safety rails for openings that are 42" or greater on the highrise?
