you can rev it when its cold. its just not good to hold the rev constant or to go above a certain RPM depending on the engine temperature... how he was revving was nothing but fine and safe for the engine

After the person removes their vehicles exhaust, most often they give their vehicles a couple harmless revs with open down pipes, open headers, even open turbo, depending on what they have removed before they install their new part.
