They do sound similar, but a lot of bands from the same genre have the same sound. But there they are still different. It would be pretty hard to mistake an Owl city song for a postal service song, even before he starts singing.

I think The Key of Awesome explained it perfectly in Electronic Wuss, which is a parody of Owl City, "The Postal Service did it first, I sound like them, but ten times worse."

Owl City is a lot more ... electronic sounding. His voice is edited heavier and the piano is a different sound. but the style of songs is similar, but still different. I don't really like them that much though they have good songs.
