You cannot get the Chainsaw or Rock Drill without beating the game and putting gasoline in one of them. The gasoline can only go in one weapon. However, if you already put gasoline in a weapon prior to your current playthrough, you no longer have to fill that same weapon with gasoline, leaving you to put gasoline in the other weapon.
