I believe Vitas sings live but this could be lipsync. Until after the Olympics they forced singers to lipsync at big events like this. Now they have banned it.

They made him redo the performance. In the audience taped one, he dangles his arm at 0:49 but not in this TV Version. I think the organizers, as perfectionists, wanted him to redo some parts of the performance... They don't like him swinging his arms like that, same with Opera 2.
