@GoliathAngelus The mascots (Mickey, Pooh, Donald, etc) usually do not speak, but the face characters (Princesses, Jack, Sally, Peter Pan, Cruella, Alice, etc) can. There have been some special events at WDW and DL where Mickey and Minnie actually talk. Check out " World of Color premiere event with talking Mickey Mouse at Disney's " here on YouTube by InsideTheMagic to see Mickey talking to the crowd at DCA :)
