It's not considered a heavy weapon. It's a simple pump shotgun. Even in unfriendly gun states like California has no need for licensing. You just need to be over 18 years old and have no felonies. Go to a gunstore, pay the 400 dollars for the gun and pick it up after background check is done.

Yeah, no shit. I live in Cali but buying a 590 was no problem for me. Trying to buy anything else is what sucks. It's good to have friends in gun-friendly states though :)

That's not much of a basis to pick a place to live unless you're already an avid gun collector. New Jersey has the most strict laws, perhaps tied with New York. Anywhere else is relatively lax. PA has very few restrictions, to buy a rifle/shotgun you need to be 18 with a clean record, to buy a handgun you need to be 21 with a clean record. For automatic weapons you need a Class III license, for grenade launchers and anti-tank weapons, you need a Class 10 permit.

No, in the state of PA, there are not many regulations at all concerning manual and semi-automatic weapons. The Mossberg 590 is considered a standard pump-shotgun, and requires the buyer only to be 18 years of age.
