I'm not sure, but it's a common symbol of the Day of the Dead, which celebrants represent in masks, called calacas (colloquial term for "skeleton"), and foods such as sugar or chocolate skulls, which are inscribed with the name of the recipient on the forehead. Sugar skulls are gifts that can be given to both the living and the dead. They are used in these dates by its references to the festive death.

I'm not sure where this video was recorded; however, I fodder that it was recorded in Spain by the pennants and the flag that appears in the minute 3:16. It was influenced by the Day of the Dead festival.

The sound quality for this really sucks, if you can listen to it in Hi-Fi it's a really great song. Like, driving down highway 1 after a sunset great. Thanks for posting, it should have more than that for views. The best music is the hardest to find.
