In his 2014 budget address, Kentucky Gov. Steve Beshear presents his plan for spending on higher education in the state. Recorded January 21.

Governor Steve Beshear lays out his spending priorities to a joint session of the Kentucky House and Senate on day ten of the 2014 Kentucky General Assembly in regular Session.

The Beshear advocates adding 2 million over the next two years to improve access and participation in advanced placement courses, expand enrollment in the Governors scholars and School for the Arts programs. It also supports school facilities construction with a 100 million dollars in General-Fund supported bonds.
But, the news for higher education is a mixed bag.
