This is addresses are site-local, not link-local. They are both essentially not routable, but link-local are connected to SLAAC auto-configuration, they are basically from fe80::/64, and based on 48/64 bit MAC address of interfaces, or eventually manually configured in fe80::/64. Site-local addresses are similary, but must be assigned manually, and by doing so, they are more stable and managable for example for routing, than random MACs, which can for example change (ie. router changed NIC).
