The store probably told the driver he had to unload the carts himself and he had 15 mins to get to his next pick-up site.

And that kids, is why they put bumper locks (Dock Locks) on truck loading doors.
So dum ass truck drivers don't pull away while the dock plate is down.
I've been driving tractor trailers for about 28 years and have seen this happen many times, and I've never done it.
