Well, It's only really making fun of the folk genre that The Decemberists puts out. They have plenty of other sounds as well. Anyways, this song, along with Musket Sea Family, does make a pretty good point as to the pattern of The Decemberists' folk music.

Why did the Decemberists even waste all their time releasing all those albums when they could have just condensed it to these two songs?

I think I am mishearing part of the lyrics. Where the [huh?] send the pilgrims out to sea? Because it sounds almost like scallops, which I'm about 87% sure is not right.
Regardless, parody or not the song is very catchy.
