Want/need to know more about Ontario municipal security operations?

Advisory to people visiting Mississauga City Hall, or any City of Mississauga library, arena, community centre, park, marina, or public space, or using Mississauga Transit: Despite their claims of being "professionals", the City of Mississauga's security guards (officially referred to as Mississauga Corporate Security) have neatly avoided the licensing, standards, codes of conduct, and especially the independent Provincial complaints procedure introduced by Bill 159, the Private Security and Investigative Services Act, 2005.

The City of Brampton's Manager of Emergency Measures and Corporate Security has advised me that although the City of Brampton's security guards are contracted, they are required to follow all provisions of Bill 159. In addition, Mr. Normand stated that should a member of the public wish to file a complaint directly to the Province, "any person who prefers to present a complaint through the provincial authority has full rights to present their request at that level."

None of these protections are in place with the City of Mississauga's "in-house" security guards, whether you are using their public transit or visiting their city facilities. In addition, Freedom of Information requests have confirmed that no entity or individual has ever looked
into their conduct and operations, or analyzed their records of bans, trespasses, and arrests to evaluate fairness in their treatment of citizens.

MISSISSAUGAWATCH believes that parents need this vital information when making decisions about whether it's suitable for their child or teen to "benefit" from Mississauga's facilities.

Goal: That Mississauga Transit replace unaccountable Mississauga Corporate Security guards with Special Constables under Peel Regional Police and Police Services.

And that the GTTA (Greater Toronto Transit Authority) provide the public with a seamless cadre of Special Constables as Transit security officers --again, under the umbrella of Police Services.

    You're absolutely right! When dealing with City of Mississauga security guards (ANY employee at the City of Mississauga actually) citizens MUST at least have an audio recorder going. City Staff LIE and the City's public complaint process is a piece of fraud (confirmed through Freedom of Information)

    If anyone doubts that just read the recent Toronto Star investigations on the bogus police SUI. Well, municipal investigations are MUCH worse.

    DeValera22, there's no oversight to the City of Mississauga Corporate/City Security guards and the ones who really pay aren't you or me.

    It's those who can't defend themselves...

  • Hi 2619920 and yes, Ontario's Private Security and Investigative Services Act applies only to Private. However because Brampton hired a private company, Brampton's guards are fully Bill 159 compliant --right down to an independent (provincial) public complaints process. Mississauga kept their guards "in-house" and therefore DUCKED the accountability in Bill 159. And no, MssCorpSec's role isn't so much city by-laws (that's enforcement) they're more Trespass to Property Act and Public Works Act.

    Only 3-4 of their knob management are appointed peace officers by the City --and ONLY to enforce certain by-laws.

    The lower-knobs ARE security guards but because they're "in-house", they are EXEMPT from Provincial standards, codes and complaints process .

  • Honestly, you're just being a nuisance. If you have such a problem with "Big Brother" then why don't you move somewhere else, Thunder Bay, perhaps? You're wasting tax-payers dollars - my tax dollars - by filing all these complaints.

  • Not being from Ontario, I only have limited knowledge of Ontario statutes. Wouldn't the Private Security and Investigative Services Act only apply to private security, like in a mall, or private office building? It would seem that the City of Mississauga is not a private company. City of Brampton's contracted security guards would be employed by a licenced private security firm, who's business is private. Does Mississauga Corporate Security enforce city by-laws?
