Yes, it is a Catholic liturgical rite. There are many different rites within the Catholic Church, the Roman rite being the most widely used.
The Mozarabic rite was regulated by the Fourth Council of Toledo in 633, and it was in use by Spanish Catholics before that time. The Spanish Christians who lived under Muslim domination were called Mozarabs, and that is how the Spanish rite became known as the Mozarabic rite, even though the rite existed before the Muslim invasion of Spain.

c'est magnifique! I would love to hear a mozarabic liturgy with the original style of chant instead of typical gregorian tripe butchered version of mozarabe chant. The authentic mozarabic chant appears to sound somewhere inbetween Corsican, Coptic and Byzantine Chant.
