IT is definitely the wrong blade pitch... Did you get it new from the box? If so, set the throttle to mid throttle and then switch the idle up switch to on. If not, and you have Flat Bottom blades, its most likely the blades.

Unplug the motor to check the pitch! Thats just stupid to do.
