Well, only Shi'a recite this du'a, but it's a great du'a and you're aiming it towards Allah, God, so anyone can use it actually. It was not written for anyone specifically; it's a way to get closer to God and show humility, show that you are not a perfect being and you realize that God is greater than you, and you ask for his forgiveness.

I think non-Shi'a would find it great also if they read it without bias.

The first time i heard this august dua i had the English translation in my hand sitting in Ahlul Bayt masjid on a Thursday night wow it touches the heart and instructs and the same time on all matters conditions of soul and life. All praises are due to Allah gratitude thanks is for Allah alone..we thank Allah for those who take time to help us embrace Islam and seek Allah's pleasure Allahumma sali ala Muhammad wa ahli Muhammad wa saabihi ajmeen amiin
