So far I haven't heard and evidence to support that this program is coming from Russia. What better way than to get a scientist to promote blame away from a secret program here in the US; again it's typical covert propaganda found in the US military, the CIA, NSA as intelligence espionage since it diverts attention somewhere else. Interesting though, here he mentions cloud busters,which I believe are for sale to anyone; hmm maybe too many people have them already?
