There is no way any Human can select/elect/install khalifa.
Khalifa is made only and only by Allah
Even if you gather all 52 muslim countries and all 72 sects of Islam , you wont' be able to make 1 khalifa as this is the task of Allah and not yours.
Alhamdolillah there is only 1 Jamaat who have their own khilafat system for the last 103 years.
There is no way you will be able to make any khalifa no matter how hard you will try you will fail to do so . Inshallah.
