Quite the example to "stigmatize" the Québécois system.

Ever heard of La Révolution Tranquille that followed?

Best part about all of this is that the referendum is on whether Quebec has the right to consider secession. So if the yes side DID win it really wouldn't have done all that much.

Perhaps you should give the question a second read :

« Acceptez-vous que le Québec devienne souverain, après avoir offert formellement au Canada un nouveau partenariat économique et politique, dans le cadre du projet de loi sur l'avenir du Québec et de l'entente signée le 12 juin 1995 ? »

Let me rephrase. A yes vote would've signified that Quebec's populous is willing to consider independence. In the end, still a question about a question.

That was more the case in the first referendum.

Much unlike the one in 1980, this one had a plan B, which is declaring independance should Canada refuse all negotiations. It was clearly stated by Parizeau afterwards.

Just read the first 6 words of the question.

"And Quebec can disregard all it wants, it wont be independent without Parliament approval. "

And I claim Canada would have no choice but to eventually sit down and negotiate. Support for sovereignism is likely to massively go up should Canada steps on a democratic decision taken by the Québécois. Moreover, Canada has has an international image to maintain, an example of democracy.
