The Orange County Grand Jury on March 17 released a report studying gang-prevention programs. The study found that it costs less to keep a child out of gangs than to enforce laws. The study says intervention efforts should start when children are in grade school, or younger.
Orange County District Attorney Tony Rackauckas said kids need good role models, and parents need to accept responsibility for keeping their kids out of gangs.
