Is this part bugged, or did they edit it for the remake? You're only supposed to hear them talking if you aim directly at them. The subtitles shrink and expand depending on your aim.

holy shit watchign this just made something click for me. solidus' plan was to knock off electronic devices entirely thus eliminating the patriots AI. a noble plan with a twisted path. and the series makes a little more sense

I never understood the plot to this game, since I was in my early teens when I played it, but watching it now, holy shit. The Patriots/la le lu li lo really ARE the bad guys, and Solidus just wants to free everyone and give the power back to the people. /mindblown

All these years since I first played the game and I didn't even learn until recently that the man who voiced Ames was also Splinter in the original Ninja Turtles (and more recently Duncan in Dragon Age: Origins). I remember going "WHA---!?" and kicking myself for not making the connection since I'm usually good matching voices.
