Sharp splits are already emerging in the ranks of Libya's new rulers between Islamic conservatives and more secular figures competing for power even as the leadership begins to settle in Tripoli and start creating a post-Moammar Gadhafi government.
The rising tensions, which have become increasingly public, could jeopardize efforts to rebuild the country and form a cohesive state after six months of civil war.

Mixed with the ideological concerns, however, was an equal measure of provincial rivalry over who did more to liberate Tripoli. Not only was Mr. Belhaj an Islamist, the council member argued, but he had done less than the western rebels in the fight for the capital.
Early steps toward unifying the brigades under a common command have brought out latent divisions among rebel leaders. Some became apparent when a fighter named Abdel Hakim Belhaj was named commander of a newly formed Tripoli Military Council.

Many rebels have never met two of their most prominent leaders: Mahmoud Jibril, an exiled former government official, and Ali al-Essawi, the former Libyan ambassador to India. Mr. Jibril, a well-regarded planning expert, has not returned to Libya since the uprising began, spending some of his time meeting overseas with foreign leaders. The two sit on a rebel executive council, one of several governing structures that the rebels refuse to call a government.
