no colony of worms i have ever seen all jerk around at once even if u shocked them and that is a pouch not really a colony at all it looks like one whole thing.

It's a colony of tubifex worms. The worms are sold as fish food, that's probably how they got in the sewer...

Re Raleigh sewer monster...I can see why it could be, it does fit, but what about the surface skin, they all appear to be contained within a pouch or skin...How do they feed? As I understand it they selectively consume bacteria/absorb nutrients through their own skin, inside this additional skin how do they do that? Also if there were 1 only then it would be an anomaly...but there are 3 all identical all with a 'Skirt/sucker' that appears to contract and move hinting at a degree of mobility...

No it still won't let me post it, google tubificids for an image...and then you will see that there is no resemblance. Also tubificids rely on a Haemoglobin heavy tail to extract oxygen from the water...in this vid, if it were tubificids their tails are not exposed so they should be suffocating...also explain the moving 'skirt'...
