I assume it's more about parentage than the countries overlapping? If they've got both English and Irish family then I would think they could call themselves English Irish (or Irish English).

English, Irish is not a thing! You can be British, Irish. But England does not overlap northern Ireland in anyway other than the fact that they are both in the U.K.
