Honestly, I am not sure if this video is sarcastic or not. Either, she is not being sarcastic, which would make her incredibly dumb, or she is being sarcastic, but its bad sarcasm.

She's being sarcastic. You don't have to have a certain tone, the tone just makes it easier to pick up. The idea of this video is sarcastic. Whether she herself as she is recording this is being sarcastic I'm not sure. I think she's being a dumb American that can't pick up on sarcasm so they're all, like, "ban it". The idea though, is sarcastic like "Yeah we should ban sarcasm since stupid people don't get it" *add sarcastic tone here if you really don't get it by now and this helps you*
