They want $350 for it. The cabinet itself is missing some things, and one of the coin slots is broken.

one thing that i noted was how even though this is the US version (seeing as it had the Romstar license in the title), the "how to play" text was in japanese

well, first you need a EEPROM burner, then you need to find out all the detailed tech specs of the cabinet board, then you need to understand whatever programming language the board uses and then, only then can you hack it.
It's better to buy new EEPROMs and put the same game on there.

Oh, so it's easy to put another game on the EEPROM? Because it sounds awesome to make a hack and play it on a cabinet!

the EEPROM's hold all the game data, like levels, sprites and music. If those are going bad, then when the CPU reads that address that hold whatever, it will come out messed up.

Shame that it's busted. I used to play the arcade version at this restaurant that I went to as a kid. I almost always ate grilled cheese there.
