@andrelebaron um, everyone who works with a social security number pays income tax. income tax returns dont give back all the taxes you payed into the system. so in the end the government still taxed you for your ability to work and survive. because someone earned less than 40k makes no difference, income tax is still reduced from your check and its taken out before social security so they are basically taxing your social security tax.

@AlastorDarkAngel the fed actually returns its profits to the US treasury so that it actually reduces American budget deficits. a return to the dark ages of no central bank would see these profits revert to the banks. and most people making less than 40K pay zero income tax in the US.
