No it's not legal - MEK is listed by the US State Department as a Foreign Terrorist Organization - listed #29. Mujahedin-e Khalq Organization (MEK) - meaning Pat Kennedy is in violation of 18 USC § 2339B - Providing material support or resources to a designated foreign terrorist organization.

Not only is it absolutely illegal to lobby for MEK in the United States, it carries penalties up to and including 5 years to life in prison.
