L stands for lightweight. The heavier weight aluminum number replace the L with H or XH for heavy or xtra heavy, L stands for lightweight. See the Pactiv website for specifications, Then find a cheap vender online. All 'half size steam table pans" by any manufacturer should be about same size I think.

The bigger pan would only survive one folding before it starts to leak at one of the fold corners. The water would be leaked out in 15 minutes.

Great idea.
I would use the same type of lid as you used for the bottom, and secure it with metal binder clips.
But that's just me.

Seams like you are steeming the food thats not realy baking is it. plus 20 to 30 min to cook that would use a lot of fuel.
