The crosshairs AREN'T used to target vehicles - they are purely there to illustrate an approximation of where the laser was pointing for the video. The LTI has a sight which is the principle targeting device.
The error codes are there to protect the motorist from faulty readings from camera shake and beam interruptions. The speedscope will not record a speed if an error code is displayed - it does not mean there is a 'fault'.

The idea that speed cameras have previously only been installed at accident black spots is plain wrong.
They're just a revenue raising device.
