Well he cant breathe underwater(hence airtank), platypi have weak eyesight(corrective surgery?)especially underwater(goggles), on the other stuff Im at a loss as his fur is waterproof
Best guess:
a) doesnt want his hat/OWCA gear to get wet/ruined
b) to counteract the poor eyesight his bill has an electrical receptor which is used to perceive electrical impulses for hunting-perhaps its easier for him to be distracted by his animal urges while underwater & the scuba gear helps stave off instincts?

I seriously have no idea why he needs a swim gear when he's on water. From what I know, platypuses could swim.
