Phoebe and Billie, I used to think they were the closest when compared to Paige and Billie or Piper and Billie. They were real close. Even when Christy came back. But then the whole Ultimate Power, with Billie and Christy came up. And Billie took her sister's side, and Phoebe helped her two sisters when it came to the final battle also. So it kind of drove a wedge between their built up close friendship. But even still Billie didn't want to kill them and Phoebe didn't want to kill Billie and Christy, but she didn't mention not killing Christy. So they cared about each other a lot, to sacrifice their own sisters futures, right?
Anyway,
I don't know whether that makes sense
