Maybe you should put the soap on your hands BEFORE you turn on the water or at least turn it off as you put the soap on your hands and scrub them. Doing just this would save GALLONS of water each day.

LMAO!! That reminds me of the toilet paper roll my dad made when I was a kid because my sister used too much TP. He wrapped rubber bands on the holder to make the roll not spin so fast. AHHHHH memories! :D
