@Loveisourweapon528 u no u don't ALWAYS need winrar. If you want something from mod the sims and u look at the download link and it says .zip instead of .rar. it is ok to download.

Sorry If this is super confusing o.o I made this like 4 years ago and I barely remember what to do cause I stopped playing this. But it's pretty clear if you ask me... For everyone that is lost:
1.) Download WinRar
2.) Go to ModTheSims2
3.) Download whatever you want
4.) Open up winrar, extract all the files into the folder "Name" >> "Documents" >> "Sims 2" >> "Downloads"
5.) If you don't have a downloads folder...then make one
6.) Exit out, open the sims 2
7.) Then it should be in your game :p
