Basing a contract strictly on a bid process is an extremely foolish way of doing things anyway. Using the cheapest is what will get people inadequate services.

You must be referring to dignitaries for which a few Blackwater mercenaries were paid $500 - $1500 per day each to act as private bodyguard.
