I have heard that laying down while having the ball, and then sitting up is a travel. Is that true?

you cant shoot when you get a pass and then you make withou a dribble 2 steps..you can only one step or jump instantly where the ball was passed to you..
You can dribble in 2steps only if you starting WITH a DRIBLE!!
In basketball you cant change position WITHOUT dribbling .. so you get the pass and you whant to go for a laying or a figer roll and you are further from the basket you have to /in case you dont whant to jump shot/ dribble first when you feet change positions!
