Can this be applied to an already painted wall or does one need to strip off the paint?

It can be applied over a clean, sound wall. For best results it should be a low sheen acrylic. If it is a semi or glossy acrylic finish it should be scuff sanded prior to application. If it is an oil it should be primed first.

Can you use wax for polish? Insted of the sand paper

You can use a neutral past wax to seal our Venetian Plaster. Do not use any automotive or carnuba waxes as they will have a negative affect on the finish.

Is this interior or exterior stucco?

are you using sand and cement or acrylic?

no Scratch coat?

I am planning to attempt this,I have experience in exterior plaster,but not interior...
