I don't know which language does this program use, but in .NET C#, there is a WebBrowser component that let's you do this. What you are looking at is actually a Internet Explorer window (it uses the same rendering engine), but without all the stuff around it.

It's not an Easter egg, it's a feature of HTML Help. It's a part of the program that opens ALL .chm files. Easter eggs are, by definition, secret. This is a feature. I have a video on my account of a real Easter egg. This is not a real Easter egg.
If anything it's just a flowon from this being a part of IE.
